Arsenal & Chelsea's transfer race for 93-cap playmaker hinges on two factors
According to reports from Mundo Deportivo, Arsenal and Chelsea target Arda Turan will be allowed to leave Barcelona if he makes a transfer request and a club table a £28million bid. The Turkish international signed for the Nou Camp outfit only last summer and his debut was delayed by the club's transfer embargo, which was eventually lifted in January 2016.
